COLUMBIA (AP)-Only two of South Carolina's state agencies, have trimmed their current budgets more than the goal of eight per cent, and about a fourth of them did not come close to that mark He state Budget and Control Board ordered the budget cutback for all agencies last October.

The board itself managed to cut only 7.05 per cent from its budget. The office of Lt. Gov. W. Brantley Harvey Jr.

made a 9.22 per cent cut in its budget of $79,129, and the Patriot's Point Authority reduced its $271,000 appropriation by 8.58 per cent. Three budgeted agencies made no cuts at all. The Department of Corrections was given an exemption because of severe overcrowding problems at prison facilities. No reductions were made by the legislative committees studying drug abuse and automobile liability insurance, both chaired by Sen. J.

Ralph Gasque, D-Marion. Gasque said the committees could not do their work properly if the appropriation of $18,750 for drug abuse and $32,500 for the insurance study were trimmed. The smallest cut was made by the office of state Comptroller Henry Mills. The $1.5 million budget for the comptroller's office was cut .45 per cent. Despite varying reactions to the reduction order, Gov.

James B. Edwards announced last week the desired result had been achieved. He said the budget for the current fiscal year has been trimmed overall by $61.2 million, about $2.7 million more than was needed to avoid a deficit at the end of the fiscal year next June 30. In ordering an eight-per cent cutback, the budget board allowed for some leeway figuring that some agencies could not achieve that mark but hoping an average seven per cent could be achieved. Actually, the final overall total amounts to about a 6.8 per cent cutback.
