Thousands of its inhabitants fled or were reported to have proposed by Rabkin and the Beth Israel lawyers would place doctors in a pivotal position in deciding whether terminally ill people should be allowed to die. If the patient is unconscious, the rules say the doctor should take up the case with a committee made up of other physicians attending the patient, nurses and at least one senior staff physician who is not working on the case. Then, if the committee agrees death is imminent, the patient's doctor would still have to obtair permission from the dying person's family before stopping any treatment. The approval would have to come from the same family members whose consent is required for an autopsy. New Jersey.

To this time, however, no state or federal laws have been passed defining the rights of patients and families and the obligations of doctors in the treating of the terminally ill. Few hospitals have considered adopting formal guidelines. Miss Quinlan had been comatose for several months when the New Jersey supreme court appointed her father her guardian with powers to end "extraordinary support measures" if doctors agreed she had no hope for recovery. HANEY Associated Press Writer BOSTON (AP) Officials of a Harvard teaching hospital have proposed formal rules that would allow doctors to remove life-sustaining equipment from hopelessly ill, unconscious patients whose families approve the action. The rules would allow terminally ill patients still capable of making the decision to decide for themselves whether they wanted to be kept alive by -such machines as respirators. If they choose to die, their relatives would not be allowed to overrule the decision. The proposed rules were drawn up by the director of Rebecca Dial Publishes Her Autobiography If it's time for school, flight of civilians indicated at least that guerrilla discipline has collapsed. and that 6,000 inhabitants surrendered. The camp, a Moslem-Palestinian salient in Christian east Beirut, has been under siege for more than seven weeks. The Christians mounted their latest full-scale assault Tuesday, bombarding Tal Zaatar with incendiary and fragmentation shells. The Palestinian spokesman said that Christian militiamen of the Phalange and National Liberal parties "managed to break into the camp." "It was a trick," he said, "because those militias entered the camp under the pretext of wanting to continue evacuating civilian refugees, as originally agreed to with Arab League mediator Hassan Sabri Kholi." He said that at 5 a.m. (11 p.m.
